Accused Oceanway scammer backed out of medical bill after dog bite

More people are coming forward accusing an Oceanway woman of owing them money after an Action News Jax Investigation.

We first told you on Monday that several local business people accused Carmen Paugh of scamming them out of their hard-earned cash.

After Action News Jax showed up asking questions, Paugh paid those people back.

Now a neighbor said Paugh backed out on her promise to pay her daughter’s medical bills after Paugh’s dog attacked the girl.

Erica Wagner filed a civil lawsuit in Duval County court months ago after Paugh blocked her Facebook messages about the dog bite.

“She came home screaming and crying, and her leg – well her ankle – was bleeding. And she said, ‘Mom, mom, mom, I just got bit. I just got bit,’” said Wagner.

Wagner rushed her 13-year-old daughter to the hospital. She needed X-rays to make sure the dog’s teeth didn’t reach the bone.

After insurance, the bill came to $330.

In a Facebook message, Paugh -- who also goes by Carmen Foe and Carmen Vaughan on social media -- admitted it was her dog and offered to pay the bill.

“My dog is the one that bit your daughter. I want to say I’m truly sorry!” said Paugh in the Facebook message to Wagner. “Please let me know what I need to do to help you with your daughter’s medical bills.”

“A few weeks later, she just blocked me altogether. Stopped talking to me,” said Wagner.

No one has been able to track Paugh down to serve her the court documents.

“I don’t feel like I’m responsible because the dog is no longer my dog,” Paugh told Action News Jax on Tuesday. “Yes, it was my dog, but like I said, the dog was not living with me at the time of the injury. My brother had custody of the dog.”

Paugh said she now plans to pay the bill.
