JACKSONVILLE, Fla. — The Jacksonville Fire and Rescue Department said its units responded to an apartment fire in the 4200 block of Moncrief Road on Tuesday around 8:30 p.m.
Action News Jax reporters are talking to victims' families and investigated the apartment's history of fire code violations.
A witness, Pamela Butler, said, “People were running, screaming.”
Butler said she saw a man run into the burning apartment building to help a family who was trapped. “The man had the baby in his arms just like this… He said ‘please, please look at him he’s burning.’”

The Fire Department said all of building G at Calloway Cove, formerly known as Washington Heights, was damaged in the fire.
Firefighters said that there are 12 families displace.
The fire was considered undercontrol around 9:15 p.m. according to JFRD.
Multiple people were injured in the fire according to firefighters.
JFRD said seven people, including five children, were transported to the hospital. Three chilren, 1 adult are critical.
The Fire Marshal is on scene.
JFRD said its Emergency Operations Center team is on scene along with the Red Cross.
JFRD said it had 38 units on scene -- 83 JFRD personnel.
