A Jacksonville man and woman were arrested after a pair of children were found living in a Jacksonville home without food or running water and had not been to school in some time, according to a Jacksonville Sheriff's Office report.
James Kirkland, 44, and Angela Carroll, 43, were charged with child neglect.
The police report said deputies were called to the house on May 17 after Kirkland and Carroll started fighting and throwing items in the house. The two children went to a nearby house crying, and the homeowner called JSO.
The person who called police said the kids hadn’t been to school in more than a month and that they often fed the kids because they were hungry.
JSO received permission from Kirkland and Carroll to inspect the home, which had no refrigerator, stove, running water or food fit for consumption.
Deputies also found more than 500 pornographic magazines in the home.
JSO asked to see permission to see the room where the kids stay. The room was covered with clothing, trash, papers and infested with roaches and spiders. The rest of the home in a similar condition.
The Department of Children and Families was called after JSO inspected the home.
