JACKSONVILLE BEACH, Fla. — A Jacksonville Beach chiropractor is on professional probation, accused of performing unwanted sex acts on a patient.
State health department records show that punishment was just handed down to Kenneth Zane Finger.
Records say he crossed the line while massaging a female patient, but he's not facing criminal charges.
Documents say it all happened inside the chiropractic office. But part of his deal said Finger doesn't have admit or deny what allegedly happened inside there.
Finger is practicing while on probation. Florida Board of Chiropractic Medicine records reveal in May, a 28-year-old woman accused Finger of sexual misconduct.
The documents say while Finger was performing a massage, he also performed sexual acts on the naked woman before she told him to stop.
The report goes on to say Finger then kissed the patient and told her she had an amazing body.

We found the health department's complaints, but no criminal reports.
We showed the allegations to Action News Jax law and safety expert Dale Carson and asked him if there were possible legal grounds for potential criminal charges.
"To the extent that they are proven and that statement that we see in the complaint is accurate, it's substantial, that's sexual battery," Carson said. " … The standard in the medical examination is not beyond reasonable doubt as it is in a criminal case."
On Thursday, we went to Finger's chiropractic and massage office called First Coast Chiropractic, but he refused to speak to us.
We wanted his side of the story on this settlement agreement we found on the incident drawn up in September and signed on Tuesday.
It states that Finger is on probation for four years but can still treat patients while under supervision.
This incident is the only complaint we found on Finger's health department online records.
The settlement also said Finger has to takes classes in risk management and ethics and pay thousands in fines.
