JACKSONVILLE, Fla. — The Jacksonville Sheriff's Office arrested Columbus Donovan Jeffrey, 42, on Thursday, Oct. 3, after receiving a tip from the National Center for Missing and Exploited Children (NCMEC).

In response, police requested all available account subscriber information for the IP address reported by Tumblr. Although the cyber tip did not list GPS coordinates, the report did show the date and time the original image was taken: May 3, 2019, at 10:16:59 UTC.
After a warrant was obtained to search Jeffrey's home, located on W. 16th Street, police interviewed him and read him his rights.
Jeffrey was arrested and transported to a pretrial detention facility.
His arrest report states he was charged with sexual intercourse without disclosure of HIV, possession of child pornography, sexual performance by a child, sexual battery of a victim over 12 but under 18 and other charges.
UF Health has confirmed that Jeffrey is an employee at the hospital, and that the health care system is cooperating with the Jacksonville Sheriff's Office during its investigation. Jeffrey has been suspended pending the outcome of the investigation.
According to Jeffrey's Facebook page, he works in the Psychiatry Department at UF Health.
Phontella Reeves said her son would routinely play at Jeffrey's home on west 16th Street.
"I felt some type of way, I swear I felt some type of way," Reeves said. "Now, I know that [expletive] was true in my heart. My heart was telling me something wasn't right."
Reeves said Jeffrey's home was a neighborhood hangout.
"Columbus had a pizza party for some kids to come over and spend the night," Reeves said. "And he asked, ‘Could [my son] spend the night?' And I was like, ‘No [my son] cannot spend the night down there at all."
"Columbus asked you if your child could spend the night, just out of nowhere?" Action News Jax Reporter Russell Colburn asked.
"Yeah, out of nowhere," Reeves said.
Jeffrey faces 12 felony counts and is being held on more than $625-thousand in total bonds.
"We don't need him in the neighborhood if that's what's going on," said neighbor Pauline Grey.
