State Road 9B is now fully operational from County Road 2209 to I-95 and I-295, the Florida Department of Transportation said.
Phase 3 of the 9B is now complete, FDOT said. FDOT said this portion of 9B includes Peyton Parkway at Race Track Road.
A new school year starts Friday in St. Johns County.
