Surveillance video shows moments leading up to fatal shooting of teen at The Jacksonville Landing

Action News Jax is taking a closer look at new video that shows the moment a 16-year-old was killed at The Jacksonville Landing in January.

Last month, police told us video showed Khamoi Petersen pulling a gun first before another teen shot and killed him.

Action News Jax went through that video frame by frame with Action News Jax crime and safety Expert Ken Jefferson.

"Well, they see an aggressor," Jefferson said.

The video answers the question of what exactly happened in the moments leading up to the deadly shooting at the Jacksonville Landing.

"You can actually see him go underneath his shirt and pull out a weapon," Jefferson said.

The shooting happened January 16. Police say the shooting involved Petersen and 18-year-old Tyrik Solomon. In the video, Solomon is seen in white pants walking. Petersen is wearing a red T-shirt and is in the group circled in red. As the video slows down, police say you see Petersen reach for his weapon.  

"You see this guy pulls out a gun, he recognizes it, he pulls out his gun," Jefferson said.

A few seconds later, police say Solomon can be seen grabbing his weapon, shooting and killing Petersen. Action News Jax is not showing the actual shooting.

In the moments just after the shooting, people can be seen gathering, and one of the weapons just sitting on the ground, something Jefferson said police should have noticed and kept people away from.

“You’ve got a live weapon right there … there’s a young lady that’s within a foot of that weapon,” Jefferson said.

Solomon was later arrested for carrying a concealed weapon. He struck a deal with prosecutors and will serve two years of probation for the weapons charge, but will face no charges in Petersen's death. Jefferson said one moment is key – when Petersen pointed his weapon at Solomon.

“This proves that this shooting was justifiable because this other person was merely defending himself. He had the gun unlawfully, but had he not had it unlawfully, he might have been dead,” Jefferson said.

Action News Jax reached out to Petersen's family for comment and we haven't heard back.
